The answer to your question isn't straight forward. It's actually both yes, and here's why...

Back walkovers allow you to use moment from the back bend part where you are already lifting your leg to allow you to naturally go over. So, in the strict sense of, what causes you to use less muscles and not work as hard, back walkover IS easier.

However, the reason you learn a back bend kick over first is because the back walkover has two parts, and if you can do a back bend, and if you can do a kick over, then you can put them together and do a back walkover. So a back bend kick over is almost like a check list for your back walkover which is an easier, more flowing skill... more natural. It may take a few tries to get the rhythm of the walkover down but once you got it, you'll see you can whip it out anywhere, while a back bend kickover you will have to work harder and use more effort because you do a backbend... stop... kickover. So you lose your momentum.

A back walkover is not easier but if you can do a back bend kick over, you are ready to start training a back walkover. just be sure you have a spot
