By tradition, the US does not dip it's flag to anyone.

I recorded the parade of nations at the 2002, 2004 and 2006 Olympics. I have the 2004 parade to hand and am fast forwarding o find out how many nations dipped their flag. The answer is none. All of the flags are carried in little holders that are attached to the flag bearer (this therefore means that dipping is impossible).

The United States does not dip the flag at any time.

Ships at sea often dip their flag as a salute to another nation, but the U.S. has never done that.

Believe it or not, there is a "Flag Code" for the Flag of the United States. There are actually fines and even jail time that can be implemented if the Code is violated. If you read Section 8 article j. it states "The flag represents a living country and is itself considered a living."
