Take in consideration that everyone else has said in the previous responses. Also, keep in mind that (and you will find this out as you go along in your track career after high school) you will need to run particular time standards in order to qualify onto championship caliber competition (such as NCAA and USATF for here in the US, as well as IAAF standards for Olympic and international competition). Keep training and good luck to you!!

Join a track team and compete. Win competitions. Wherever you live, google the name of your town or county and track team. If there is one in your area, join it. It will take money as you will need to pay dues, fees, and travel to compete.

Immerse yourself in the culture and people - including making yourself familiar with local sports shops and the people who work there (potential sponsors). Check out runner mags to familiarize yourself with the competitive side of the sport, the lead people in the sport (your competition), and lists/updates on competitions... http://news.youthrunner.com/

I know a potential Olympian. She travels all over the country competing and is often featured in running magazines and newspapers. That level is where you want to be.

My nephew is actually running a 4:26 mile and he's also in the eighth grade. See you in Japan.

Express interest at school to a coach and your parents and tell them you want to be serious about it. Start talking to colleges about programs they have and see about getting into college on a full ride for athletics when it comes time.

Its big business now, you have to find Sponsors to pay your way.

And give up your social life to keep practicing.
