It has to do with bringing together a world of people, with no regard to their race or ethnicity to celebrate in the spirit of the Olympics. It is supposed to represent that we all share a common desire and need for global stability, and that shared value can unite all of us.
If you want to read the official statement and explanation, go here:
The Olympics have always been an event that the whole world could come together and celebrate. It's a time every four years when the entire world can finally realize that beyond cultural differences, politics and beliefs that we are all the same. We are all human. We all live, breathe and die the same way. One World, One Dream represents the desire to put aside all of our differences for a period of time and enjoy the celebration of country and achievement. I think China has done and excellent job of putting aside difference in order to accommodate the entire world, and hopefully this event will allow all of us to see that in the end, we are all the same. We enter and exit the world the same way, and the only differences we share are the things that happen between those two moments.

I don't know how they can achieve it but I thought it meant we are one world and we have one dream. The dream is to be unified as one and to forget all political worry.
