The IOC voted some time ago to start alternating between the summer and winter games. Each type of games is still on a 4 year schedule, though. The next summer games aren't until 2020. The next WINTER games will be in 2018. The next Olympic cycles for both after this one will be in the years 2022 and 2024, respectively.

the IOC decided to have the winter Olympics and the summer Olympics on different years which is why they are not on the same years now.
Each has only one Olympic every 4 years they are just not on the same years any more.

Yes there are games every 2 yrs. But it's 4 yrs between each winter games, and each winter games. It's used to be in every 4 yrs you'd see that years winter games, and that summer you'd see that Years summer games. Years ago they changed to this alternating every 2 yrs. That way we see oly games more often, but still 4 yrs between that season's games. If that makes sense.

They split "The Olympics" into Summer and Winter Olympics. It's pretty damn near impossible for 1 country to conduct both seasonal events at the same time. Plus it makes more money that way.
